The Oceania Sport Education Programme (OSEP) courses on Community Strength & Conditioning (DLS 001) and Educator Training (CLT 003), delivered for Provincial Sports and Recreation Development Officers (SRDOs), officially concluded on Monday this week at Solomon Islands National Institute of Sport (SINIS).
This initiative, led by the National Sports Council (NSC), reaffirms its commitment to building grassroots sports development capacity across Solomon Islands. The program is designed to upskill SRDOs in delivering quality physical activity and sports programs in collaboration with National Federations (NFs).
The DLS 001 course focused on key areas such as athlete screening, training safety, recovery and periodization. OSEP Master Educator and Lead Facilitator Philemon Campbell highlighted the strong engagement from participants and their readiness to support coaches and athletes across the provinces.
“They now have a stronger understanding of how to observe and support coaches in planning training programs that better prepare athletes,” said Campbell.
The Educator Course (CLT 003), led by OSEP Master Educator Atueta Balekana, marked a milestone as the first ever to be delivered in-country by SINIS Master Educators.
“This is history in the making. Once certified, these Educators will demonstrate local capability to deliver this training at national level,” said Mr. Balekana.
On Monday next week, participants of the Educator course will present what they have learned, using their session plans, to SINIS staff.

On ‘Post-Course Requirements’, as part of the next phase, all SRDOs will deliver OSEP’s Sport in Communities Administrator and Community Coach courses within 12 months to further embed these learnings in their local contexts.

NSC in partnership with OSEP and SINIS, remains committed to equipping provincial leaders with the skills and knowledge to promote inclusive, lifelong physical activity across Solomon Islands.
OSEP is an initiative of the Oceania National Olympic Committee. It is designed to develop sport education in the Pacific region with National Olympic Committees, Regional Sports Federations in Oceania and their member national Federations.
The OSEP comprises a number of training programs that have been specifically designed to provide a regional approach to sport education by developing flexible, relevant, modern curricula. The program underwent an external, independent evaluation which involved several layers of stakeholder consultations, compilation of findings, recommendations, validation with stakeholders before moving into a new strategy and direction. At its core, the courses remain the same.
The courses are in five streams targeting community, development and national level sport volunteers and paid professionals:
- Administration,
- Coaching,
- Strength and Conditioning Coaching,
- Team management, and
- Trainer.
To support the community level training program, specially trained and accredited facilitators will help to ensure training is delivered to a high standard and all course participants are competent in the course they are undertaking.
